In their annual report on the top lobbying firms inside the Beltway, Bloomberg Government reporters Jon Woolley and Kate Ackley write that:

Record-high spending on lobbyists last year captures a new reality in Washington, where power means cultivating ties to President Donald Trump and developing a strategy for interacting with an often unpredictable White House. Lobbying the Executive Office of the President and the White House increased more than 70% last year, lobbying disclosures reveal.

“The action is largely driven by the president himself,” said Aleix Jarvis, founder of Tholos Government Relations, a growing GOP firm. “And so if you want to make something happen every day, you go
to where the action is.”
